{"id":1166,"date":"2026-03-09T14:53:12","date_gmt":"2026-03-09T14:53:12","guid":{"rendered":"https:\/\/compliancecontrols.ca\/?p=1166"},"modified":"2026-03-09T14:53:15","modified_gmt":"2026-03-09T14:53:15","slug":"newsletter-march-9-2026","status":"publish","type":"post","link":"https:\/\/compliancecontrols.ca\/fr\/newsletter-march-9-2026\/","title":{"rendered":"Newsletter &#8211; March 9, 2026"},"content":{"rendered":"<h2 class=\"wp-block-heading\"><strong>Advocacy<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>IMPORTANT CHANGES TO THE SAFE FOOD FOR CANADIANS LICENSING PROCECESS<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Be aware of important changes to the Safe Food for Canadians (SFC) licensing process that may affect your ability to operate under a SFC licence without interruption.<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>What\u2019s changed:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Completion of the\u00a0Establishment Risk Assessment (ERA)model &#8211; <strong>Food Safety Supplemental Information (FSSI)<\/strong>\u00a0questionnaire (formerly known as the Additional Establishment Information (AEI))is now <strong>required<\/strong> for all new SFC licence applications, renewals, and amendments linked to domestic activities. Completion of the FSSI questionnaire is not required for import and export activities.<\/li>\n\n\n\n<li>All SFC licence applications, renewals and amendments are subject to pre-issuance review of the information provided with the application and the applicant\u2019s inspection history.\u00a0 In some cases, this includes a Case Management Officer meeting with the applicant to confirm preventive controls are in place and that they understand their responsibility for food safety.<\/li>\n\n\n\n<li><strong>Processing times have increased as compared to your previous experience, <\/strong>and SFC licence applications will<strong>\u00a0no longer be processed within 48 hours<\/strong>. Pre-issuance verification by Case Management Officers may result in requests for additional information or trigger an application to be referred to an Area Inspector for a pre-issuance inspection. When any of these scenarios occur, additional processing time may be required. <strong>The service standard <\/strong>for Safe Food for Canadians Licence Applications<strong>\u00a0is 70 business days.<\/strong><\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">To avoid delays or disruptions:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li><strong>Apply early<\/strong>\u2014you can renew your SFC licence up to <strong>120 days before it expires<\/strong>.<\/li>\n\n\n\n<li>Ensure that establishment information and activities on your licence accurately reflect your current business operations.\u00a0 Amendments to your licence can only be processed before an application for renewal is submitted, or after an application for renewal is processed.<\/li>\n\n\n\n<li>Businesses can make billing more efficient by selecting monthly invoicing on-account as their online payment option in My CFIA. To set up an on-account, fill out a form for an Application for Credit (<a href=\"https:\/\/inspection.canada.ca\/en\/about-cfia\/find-form\/form-cfia-acia-0015\" target=\"_blank\" rel=\"noopener\">Form CFIA\/ACIA 0015<\/a>).<\/li>\n\n\n\n<li><a href=\"https:\/\/inspection.canada.ca\/en\/food-safety-industry\/preventive-control-plans\" target=\"_blank\" rel=\"noopener\">Have preventive controls in place<\/a>\u00a0that meet the requirements of <a href=\"https:\/\/inspection.canada.ca\/en\/food-safety-industry\/preventive-control-plans\/regulatory-requirements\" target=\"_blank\" rel=\"noopener\">Part 4 of the <\/a><a href=\"https:\/\/inspection.canada.ca\/en\/food-safety-industry\/preventive-control-plans\/regulatory-requirements\" target=\"_blank\" rel=\"noopener\"><em>Safe Food for Canadians Regulations<\/em><\/a><a href=\"https:\/\/inspection.canada.ca\/en\/food-safety-industry\/preventive-control-plans\/regulatory-requirements\" target=\"_blank\" rel=\"noopener\"> <\/a><a href=\"https:\/\/inspection.canada.ca\/en\/food-safety-industry\/preventive-control-plans\/regulatory-requirements\" target=\"_blank\" rel=\"noopener\">(SFCR)<\/a>.\u00a0Most businesses holding a SFC licence must also prepare, keep, maintain and implement a written preventive control plan (PCP) to demonstrate how risks to food and food animals are identified and controlled.<\/li>\n\n\n\n<li>If your SFC licence <strong>expires before your renewal application is processed<\/strong>, you cannot continue conducting business under your SFC licence and you\u2019ll need to apply for a <strong>new SFC licence <\/strong>to resume activities requiring a SFC licence.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\">I strongly encourage you to begin your renewal process well in advance of the date your SFC licence expires.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">If you have any questions about these changes, please contact <a href=\"mailto:permission@inspection.gc.ca\">permission@inspection.gc.ca<\/a>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">For questions about the FSSI questionnaire, you can reach out to the ERA team at <a href=\"mailto:cfia.eramodel-modeleere.acia@inspection.gc.ca\">cfia.eramodel-modeleere.acia@inspection.gc.ca<\/a>.<\/p>\n\n\n\n<h2 class=\"wp-block-heading\"><strong>Federal<\/strong><\/h2>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Here are this week\u2019s new publications under Environment and Climate Change Canada\u2019s and Health Canada\u2019s Chemicals Management Plan (CMP):<\/strong><\/p>\n\n\n\n<figure class=\"wp-block-table\"><table class=\"has-fixed-layout\"><tbody><tr><td><strong>Nanomaterials<\/strong> &nbsp; <a href=\"https:\/\/www.canada.ca\/en\/environment-climate-change\/services\/evaluating-existing-substances\/framework-risk-assessment-manufactured-nanomaterials-cepa.html\" target=\"_blank\" rel=\"noopener\">Risk Assessment Framework<\/a> <a href=\"https:\/\/www.canada.ca\/en\/environment-climate-change\/services\/evaluating-existing-substances\/summary-public-comments-draft-framework-risk-assessment-nanomaterials-cepa.html\" target=\"_blank\" rel=\"noopener\">Public Comment and Answer Document<\/a> <a href=\"https:\/\/www.canada.ca\/en\/health-canada\/services\/chemical-substances\/nanomaterials.html\" target=\"_blank\" rel=\"noopener\">Webpage<\/a><strong><\/strong><\/td><td>The updated Nanomaterials Risk Assessment Framework has been published. The Framework provides guidance on adapting the existing practices for the risk assessment of chemical substances under CEPA to account for the novel properties exhibited by substances at the nanoscale. This includes both existing nanomaterials on the <em>Domestic Substances List<\/em> (DSL) and new nanomaterials notified under the <em>New Substances Notification Regulations (Chemicals &amp; Polymers)<\/em>. A document containing the public comments received on the June 2022 draft Framework, and Government of Canada responses to those comments, has also been published. Information relevant to CEPA-regulated nanomaterials and nanoscale forms of chemical substances has been consolidated into a single web page, which will be updated as more information on the risk assessment and management of these substances becomes available.<\/td><\/tr><tr><td><strong>Delay in publication of final decision under the&nbsp;<em>Canadian Environmental Protection Act, 1999<\/em><\/strong>&nbsp; &nbsp; <a href=\"https:\/\/www.canada.ca\/en\/environment-climate-change\/services\/canadian-environmental-protection-act-registry\/publications\/delay-publication-cepa.html\" target=\"_blank\" rel=\"noopener\">Webpage&nbsp;<\/a><strong><\/strong><\/td><td>Section\u202f77(8) of the <em>Canadian Environmental Protection Act, 1999<\/em> (CEPA) requires that,&nbsp;if more than two years have elapsed after the publication of a statement under paragraph 77(1)(a) in relation to a draft assessment&nbsp;without the Ministers having published a statement under paragraph 77(6)(b) in relation to the final assessment,&nbsp;the Minister of the Environment shall publish in the Environmental Registry the reasons for the delay and the estimated time frame within which the statement under paragraph 77(6)(b) is to be published. The <a href=\"https:\/\/www.canada.ca\/en\/environment-climate-change\/services\/canadian-environmental-protection-act-registry\/publications\/delay-publication-cepa.html\" target=\"_blank\" rel=\"noopener\">Delay in Publication of Final Decision&nbsp;webpage<\/a> has been published. This webpage will be updated to reflect the assessments where more than two years have elapsed.
